Iranian delegation in Kiev to discuss Flight 752

An Iranian delegation arrived in the capital of Ukraine, Kiev, early on July 30 to discuss Flight 752, the Ukrainian passenger plane that was mistakenly downed near Tehran in January 2020.

Headed by Deputy Foreign Minister for International and Legal Affairs Mohsen Baharvand, the delegation arrived in the Ukrainian capital to negotiate with the Ukrainian authorities on various technical and legal aspects of the incident, Mehr News Agency (MNA) reported on July 30.

The Tehran-Kiev flight was unintentionally shot down by an Iranian air defense unit shortly after taking off from Tehran on January 8, killing all 176 passengers and crew members on board.

The Iranian operator had mistaken the Boeing jetliner for a cruise missile.

The incident came as Iranian air defenses were at the highest level of alert following the country’s missile attacks against US bases in Iraq, which came in retaliation for Washington’s assassination of senior Iranian anti-terror commander Lieutenant General Qasem Soleimani.

Geneneral Soleimani, commander of the Quds Force of the Islamic Revolution Guards Corps (IRGC), and Abu Mahdi al-Muhandis, second-in-command of Iraq's Popular Mobilization Units (PMU), were killed in a US drone strike near Baghdad International Airport on January 3. The attack was carried out upon a direct order by the US president.

A few days later, Iran responded to the assassination, striking the American airbase of Ain al-Assad in Anbar province in western Iraq and another in Erbil, the capital of Iraq's semi-autonomous Kurdistan region.

UN Special Rapporteur on extrajudicial, summary or arbitrary executions Agnes Callamard said on July 6 that the assassination of Gen. Soleimani was a violation of international law.
